More pensioners now qualify for full rates rebate

Cape Town pensioners living as Life Right Holders in separately valued Sectional Title Schemes now have a new avenue to slash their municipal rates bills, as the City expands its pensioner rebate relief programme.

Residents older than 60 who are Life Right Holders in separately valued sectional title properties may now apply for rates relief, provided their household income does not exceed R27 000 a month. This is a significant increase from previous qualifying thresholds, opening the door to far more pensioners than before.

Those in freehold Life Right properties will have to wait roughly six months while their properties undergo a separate valuation process, after which applications will open for them too. For SASSA beneficiaries and other grant recipients stretching every rand of their monthly income, this expanded threshold could mean the difference between falling short and finally qualifying for meaningful relief.

How much you could save as a pensioner

The rebate works on a sliding scale. Pensioners earning between R0 and R10 000 a month qualify for a 100% rates rebate, while those earning between R24 001 and R27 000 receive a 10% rebate, with a graduated scale in between. The benefit runs for roughly three years, aligned with the City’s General Valuation cycle, though scheme administrators or property owners must confirm annually that the applicant still occupies the property.

What you need to apply and key deadlines

Applicants must submit a completed ‘Rates Rebate for Life Rights Holders’ form, signed by both the Life Right Holder and the property owner or company representative. Also required: certified ID copies of the applicant and spouse or partner, a copy of the Life Right agreement, proof of income (pension slips, rental income, investments or dividends), and three months of bank statements for all accounts. Applications can be submitted in person at any Revenue Customer Interaction Centre or emailed to Rates.Rebate@capetown.gov.za.

Pensioners renewing existing rebates face strict cut-off dates. Those who applied before 1 July will have their benefits backdated once approved. Anyone applying after that date must finalise their renewal by 31 August to receive backdated relief; those who miss the deadline will forfeit their discount until approval comes through.

The City has set aside more than R8,3 billion in social assistance for qualifying pensioners and indigent residents for the 2026/27 financial year.
